At Aspire Oxfordshire, building an inclusive economy means looking beyond CVs and seeing potential in people whose circumstances may have made traditional routes into employment difficult.
Through our Fairer Access to Work programme and Our House project, we've strengthened our commitment to creating opportunities for people facing significant barriers to employment. Rather than focusing solely on job outcomes, we've continued to develop a person-centred approach that combines practical work experience, tailored support and confidence-building.
One young person who joined us last year illustrates why this approach matters.
When they first arrived, they were coping with the recent loss of a parent and the resulting experience of homelessness. The trauma of these events had left them withdrawn and isolated, making engagement with new people and environments particularly challenging. They also faced additional challenges as an autistic young person navigating a period of profound change and uncertainty.
Working alongside our colleagues and employer partners, we offered a structured work placement designed not only to build employability skills but also to provide stability, encouragement and belief in what was possible.

Many of the people we support face multiple and often overlapping challenges, including homelessness, bereavement, social isolation, health issues and a lack of confidence. Progress is rarely linear, and successful outcomes require patience, flexibility and strong partnership working.
In this case, the biggest challenge was helping a young person rebuild their confidence during a period of significant personal upheaval. By working closely with employer partners and focusing on encouragement rather than expectations, we were able to create a supportive environment where the individual felt safe to learn, make mistakes and grow.

The transformation over a matter of weeks was remarkable.
On their first day, the young person arrived feeling understandably nervous and unsure of themselves. Engaging with colleagues and participating in workplace activities felt like a significant challenge. Yet, with the support of Aspire staff and patient mentoring from employer partners, their confidence gradually grew.
Over the course of the placement, they became an active participant, developing workplace skills, building relationships and embracing new opportunities. By the final day, they walked into a mock interview wearing a suit and tie — a moment that symbolised far more than a change of clothes. It reflected a growing sense of self-belief, readiness and ambition.
The story did not end when the placement finished. Through close collaboration between Aspire and local employer partners, the young person successfully secured paid employment.
Perhaps most importantly, they gained a sense of belonging. When a birthday came around later that year — a day that had become difficult following the loss of family support — colleagues at their workplace took the time to celebrate with them, demonstrating that inclusive employment is about people, relationships and community as much as it is about jobs.
This experience reinforced what we see time and again: when barriers are removed and people are supported as individuals, they can achieve far more than statistics alone can ever show.

We want to continue expanding opportunities for people who are often excluded from the labour market, while strengthening relationships with employers who share our commitment to inclusion.
Our focus will be on developing more pathways into employment, increasing access to work experience, and supporting employers in understanding the value that people with diverse life experiences can bring to their organisations.
By continuing to place people at the heart of everything we do, we hope to play our part in creating an Oxfordshire where everyone has the opportunity to thrive.
